New NDIS Changes (3 October 2024)
NEW SERVICES & SUPPORT LISTS
New NDIS support lists are starting TODAY - 3 October 2024.
These lists show what people & providers can use NDIS money for, OR NOT & Replacement List.
These lists contain the most black-and-white descriptive definitions ever seen.
People and providers can only use NDIS funding for things that are defined as NDIS supports, as per the lists.
Participants and guardians have 12 months to understand and learn the new changes, and providers have 30 days to transition.

- Mistakes and claims with an item that is not an NDIS support will not have a debt raised for first or second mistakes where the support is worth less than $1,500. If incorrect claims are repeated or fraudulent, NDIS will take further action. This does not apply if a participant purchases illegal items with funding from their plans. This means it will apply to all providers. Where a provider is delivering or claiming for supports on a participant’s behalf, for example a plan manager, the transition period is 30 days.
- The substitution rule will enable participants to request to replace an existing support with a support that is not an NDIS support, in circumstances where a standard item might be able to provide better outcomes and value than an NDIS Support. This only applies to very specific items. To get a replacement support approved, participants need to show that the replacement support will lead to the same or better outcomes, and be the same or better value for money, compared to the current NDIS support. Participants & providers must follow this process before purchasing the replacement support. It cannot be done after purchasing a non-NDIS support. If an application for a replacement support for an item is not approved, the participant or provider can’t apply for that same replacement support again for 12 months.
- Plans approved from 3 October onwards will have a total budget amount, funding component amounts and funding periods. Current plans show line by line supports. New plans will be shown as a budget. This change makes clear the total funding available in a plan and how long the funds need to last. You can’t spend more funding than what’s available in your plan. For now, all new plans created after 3 October will be for no longer than 12 months. In the future, most people’s plans will go for longer than this. We will let people know as soon as this changes.
